The administrative head of a ministry and a senior career public officer responsible to the Minister.

Example: The PS is the ministry’s administrative head, not the Minister’s permanently available secretary.

Context: A ministry may have more than one Permanent Secretary or Second Permanent Secretary, each with a stated portfolio.
