Different meaningsA visa allows a visa-required traveller to travel to Singapore and seek entry; it does not guarantee admission. A visit pass is granted at the point of entry and determines the permitted period of stay.

Use when
You mean the pre-entry requirement needed by a visa-required traveller to travel to Singapore and seek entry.
Example
“She obtained a Singapore visa before travelling.”
Visit pass
Use when
You mean the immigration pass granted at entry that determines how long the visitor may stay.
Example
“Her visit pass allows her to stay until 30 September.”
