Use when
You consent to a proposal, request, set of terms or course of action.
Example
“The vendor agreed to the revised terms.”
Agree on
Use when
Two or more parties jointly settle or decide a matter.
Example
“The agencies agreed on the implementation date.”

agreed with the contract when acceptance is meant, agreed to the implementation date when joint settlement is meant, agreed on to the proposal
Usage note
British English also permits direct constructions such as “the parties agreed the terms”. Do not mark that established form wrong merely because it omits a preposition.
